Governance
INCAR² was established as a center for applied aquaculture research to address emerging challenges in the sector, providing innovative solutions that strengthen industry sustainability and societal well-being. This effort stems from a strategic alliance led by the Universidad de Concepción as the host institution, together with the Universidad Andrés Bello, Universidad de Talca, and Universidad Austral de Chile as associate institutions. The center is funded by the National Research and Development Agency (ANID), under the Ministry of Science, Technology, Knowledge, and Innovation of Chile.

Institutions Comprising the INCAR² Center

INCAR² Board of Directors
The Board of Directors is composed of the Vice-Rectors for Research and Development of the Universidad de Concepción (host institution), Universidad Andrés Bello, Universidad Austral de Chile and Universidad de Talca. The board is completed by the Center's Director and four representatives from non-academic sectors and institutions: INTESAL; AmiChile; SERNAPESCA; and SUBPESCA.
The Center's Director reports to the Board, which provides the strategic guidelines for the Center in order to facilitate and coordinate inter-institutional relations among the four participating universities and to promote a synergistic interaction that strengthens INCAR² science. This Board is to be constituted during the first year of execution.

Strategic Alliances
INCAR² Center emerges as an applied aquaculture research hub, designed to address the sector’s new challenges and deliver innovative solutions that strengthen Chile’s competitiveness and promote societal well-being. Its creation is based on a strategic alliance among four leading universities and supported by public institutions, private organizations, and international partners, consolidating a robust and diverse collaboration network.
The Center’s ecosystem of strategic partners is composed of the Undersecretariat of Fisheries and Aquaculture (SUBPESCA), the National Fisheries and Aquaculture Service (SERNAPESCA), the National Institute for Small-Scale Fisheries and Aquaculture (INDESPA), the Fisheries Development Institute (IFOP), SalmonChile A.G., the Salmon Council A.G., the Association of Salmon Farmers of Magallanes, the Chilean Mussel Farmers Association (AmiChile A.G.), the Institute of Aquaculture at the University of Stirling, and WWF Chile, as well as domestic and international collaborations.
National Advisory Board
The National Advisory Board is composed of the following members: the Center’s Director, the Vice-Presidents of Research and Development of the associated institutions, and at least two members linked to the productive sector, whether public and/or private. It is envisaged that the members will include the National Deputy Director of Aquaculture of the Chilean National Fisheries and Aquaculture Service (SERNAPESCA); the Head of the Aquaculture Division; the Undersecretariat of Fisheries and Aquaculture of the Ministry of Economy, Government of Chile (SUBPESCA); the Marine Program Officer (Chile) of the World Wildlife Fund (WWF); the Chief Executive Officer of the Chilean Mussel Farmers Association (AMICHILE); the Chief Executive Officer of the Salmon Technology Institute (INTESAL; this institute is the research branch of the Association of the Salmon Farming Industry of Chile, SalmonChile A.G.); the Salmon Council; and the Association of Salmon Farmers of Magallanes.
The role of the National Advisory Board is to present INCAR² to key public and private organizations so that the Center’s actions (research, education, training, transfer, and outreach) remain relevant to public and private stakeholders in Chilean aquaculture and ensure our contribution. This Committee will be established during the first year of execution and must meet at least every six months, keeping formal minutes of the topics discussed.
