Biography

Dr. Jessica Fuentes Olmos is an Associate Professor of Public Law at the School of Law of the Pontifical Catholic University of Valparaíso and has extensive experience in public administration in the areas of fisheries, aquaculture, and coastal management. She has held various positions, including Head of the Legal Division of the Undersecretariat for Fisheries and Aquaculture and Deputy Legal Director of the National Fisheries and Aquaculture Service. Her experience stands out in the processing of various laws related to fisheries, aquaculture, and Indigenous peoples, as well as their implementation through regulations, and in enforcement processes and sanctioning procedures derived from them. Her research focuses on the environmental and sanitary regulation of aquaculture, with an emphasis on sustainability based on the ecosystem approach.

Degrees and Academic Qualifications

  • 2018. Ph.D. in Law, Pontifical Catholic University of Valparaíso.
  • 2011. Master’s Degree in Law with a specialization in Public Law.
  • 1997. Admitted to the Bar by the Supreme Court of Chile.
  • 1996. Bachelor’s Degree in Legal Sciences, Pontifical Catholic University of Valparaíso.

  • Preparation of a regulatory review report for Austral University within FIPA Project 2022-26: Development of a strategy to implement in Chile the Global Plan of Action for the conservation, sustainable use, and development of aquatic genetic resources (AGR) for food and agriculture in aquaculture and fisheries (2023).
